The Illinois Network of Child Care Resource and Referral Agencies (INCCRRA) has named Cicely Fleming as state director for regional and community systems. Cicely will lead the implementation of a statewide plan to engage communities in meeting the needs of young families. The plan will be implemented according to the recommendations issued by the Illinois Commission on Equitable Early Childhood and Care Funding to transform the state’s system of funding and governance.

Cicely has a successful history within community collaborations in her previous roles as Cook County Racial Equity Committee co-chair, city of Evanston Mental Health Board member, and alderwoman for the city of Evanston. Most recently she was an adjunct professor at DePaul University and founder of a nonprofit focused on grassroots initiatives to achieve racial equity through civic engagement, voter education, and local candidate development. She begins her position at INCCRRA on Sept. 27, 2021.
