Governor Pritzker has proposed a $42 billion budget for Illinois with the following ECE-related budget items outlined:

  • $100 million increase to the Child Care Assistance Program (CCAP) to increase provider rates and reduce parents’ copays
  • $50 million increase to the Early Childhood Block Grant (ECBG)
  • $7 million increase to funding for Early Intervention (EI)
  • $2 million for DHS-funded Home Visiting

While the new budget does provide for increased funding for early childhood education, it also contains appropriations of $1.4 billion for K-12 and other programs to be held in reserve pending the outcome of a November ballot question on a graduated income tax.

According to this article from Voices for Illinois Children, if voters do not approve the measure, then some or all of the listed appropriations may not occur absent additional fund transfers, interfund borrowing or a new revenue.
