Eligibility Estimates

IECAM provides estimates for the number of children (ages 5 and under) eligible for the Child Care Assistance Program (CCAP), Early Head Start (ages 2 and under), and Head Start (ages 3 and 4). Developed by NORC at the University of Chicago, these estimates will be updated every quarter.
Eligibility estimates will be available by state, county, Birth to Five Illinois region, school district (elementary and unit districts combined), and Chicago community area. Other geographies may be added later. 

Eligibility estimates are only available on the Data Hub.

How eligibility estimates are calculated


For CCAP, NORC draws on the American Community Survey (ACS) and the Current Population Survey to estimate the number of children living in families under 225% FPL who also satisfy other CCAP requirements, such as participating in the workforce, attending school, or getting training. 

Estimates for Head Start and Early Head Start are for the number of children living in families at or below the federal poverty level (100% FPL). This is the primary factor for eligibility for Head Start services. These quarterly estimates will be replaced with new estimates about three months after the end of every quarter.
