Illinois’ funding for early learning has long included dedicated resources for the infant-toddler years, in recognition of the critical role high-quality early learning can play for children between birth and age 3. This indicator reflects Illinois’ focus on serving at-risk children with the highest quality service.

Illinois has a statutory goal of providing high-quality early learning to all children ages 3 through kindergarten entry. This indicator tracks progress toward that goal.
