About the Dashboard
The Early Learning Council (ELC) Dashboard is being created to support the measurement of the Council’s strategies and goals for Illinois. There is a shared belief that Illinois stakeholders need an understanding of the impact of the priorities of the ELC and progress made. Six indicators have been identified by the ELC as priorities for inclusion in a state early childhood data dashboard:
- Safe and Supportive Environments
- Access to High Quality Learning for Infants and Toddlers
- Access to High Quality Learning for Preschoolers
- Coordinated Community Systems
- Kindergarten: Readiness for School
Illinois leaders are committed to data-driven decision making as they determine the necessary steps to achieve the goals of further integrating state supports in a unified framework for all early learning and development programs, connecting the most at-risk children with needed supports and services, and increasing program quality.
Number and percentage of Illinois children birth through age 5 living in families with income of ≥ 200% FPL. It is essential to understand the population of young children being served, and over time the state’s goal is to reduce the percentage of families with young children that live in poverty.
The number and percentage of Illinois children birth to age 3 with high needs who are enrolled in a gold-rated ExceleRate program and/or a home visiting program. Illinois’ funding for early learning has long included dedicated resources for the infant-toddler years, in recognition of the critical role high-quality early learning can play for children between birth and age 3. This indicator reflects Illinois’ focus on serving at-risk children with the highest quality service.
The number and percentage Illinois children age 3 to kindergarten entry who are enrolled in a gold-rated ExceleRate program and/or a home visiting program. Illinois has a statutory goal of providing high-quality early learning to all children ages 3 through kindergarten entry. This indicator tracks progress toward that goal.
The number and percentage of Illinois children receiving Medicaid/SCHIP who attend six or more well-child visits in their first 15 months. Well-child visits are a critical indicator of whether children are receiving the health care they need to thrive in the early years.
The number and percentage of Illinois children birth to age 5 living in communities with high-functioning community collaborations. Illinois has for years sought to strengthen community-level leadership on early learning issues, and this indicator tracks the progress of that work.
The number and percentage of Illinois children scoring at the “developing” level or higher on all domains of the KIDS assessment. One important goal of the state’s early childhood investments is to increase the number of children who enter kindergarten well-positioned to succeed. KIDS provides a single, statewide picture of kindergarten readiness among all students.
