For children 3 and 4 years old, The Early Childhood Education division of the Illinois State Board of Education (ISBE) provides funding for the Preschool for All Children program and the continuing Prekindergarten Program for Children at Risk of Academic Failure. The long term goal of the Preschool for All Children program is to provide educational services to all 3- and 4-year-old children whose families choose to participate. The Preschool for All Children program focuses on providing high-quality educational programs for children who are determined to be at risk of academic failure. It also provides funding for programs serving families of low to moderate income whose children are not considered to be at risk academically and other families that choose to participate.

PFA began operation in July 2006 (i.e., FY 2007). The PFA program expanded funding available under the PreK program. All new program sites (beginning in July 2006) for 3- and 4-year-olds are funded as PFA programs. Existing PreK program sites have the opportunity to continue funding.

There were no new PFA programs for FY2011 due to lack of funding.

ISBE PFA FY2011, Number of Sites

The number of sites at which children are served in ISBE PFA programs.

Note on data correction (September 24, 2012). An inaccuracy in the data on PFA for Gallatin County was discovered. IECAM corrected the inaccurate data on September 24, 2012. Any data downloaded prior to that date includes the inaccuracy. The change involved the addition of 1 site and 40 proposed capacity. This resulted in changes to regions as follows: State of Illinois: number of sites / proposed capacity from 1,453 / 81,428 to 1,454 / 81,468.

    These data represent the number of children that each site is funded to serve (i.e., “number of children proposed to be served”).
  4. a report on early care and education enrollment in sites operated by Chicago’s Community Partnership Program (CPP)
    These data represent the number of children for which each site is funded to serve (i.e., “number of children proposed to be served.”) But see note below for explanation of possible overcount.

Note on CPP data, possible overcount: The CPP report indicates the number of children that each CPP location is contracted to serve. Although the majority of children served in these locations are PFA children, CPP locations also serve children in Head Start and tuition-based care. Because CPP does not separately count PFA, Head Start, or tuition-based children, the number presented in this report and in IECAM is an overcount. This overcount is evident in the tally of children in PFA for the following geographic areas:

  • State
  • County – Cook City of Chicago, and Cook All
  • Township – Chicago
  • Illinois State Senate Districts – all districts whose boundaries overlap the City of Chicago
  • Illinois State House Districts – all districts whose boundaries overlap the City of Chicago
  • U.S. Congressional Districts – all districts whose boundaries overlap the City of Chicago
  • ISBE region 15
  • IDHS region 1
  • School District – Chicago

The relevant data from the CPP report are approximately 9,100 children that CPP locations are contracted to serve in approximately 243 locations. IECAM does not know how much of the 9,100 is an overcount.

Note on IECAM data compared to ISBE data: IECAM data represent for FY2011 the funded enrollment, or number of children proposed to be served (at any one time) in PFA at-risk classrooms (as indicated above). These data are intended to closely approximate capacity to serve children. Children leaving a PFA program and new children entering during the year will further affect the total number of children served across the year as a whole. Thus, the IECAM data are not the same as the official total “number of children served” across FY2011, which is calculated by ISBE after the close of the school year.

ISBE PFA FY2011, Grantees

Agencies or organizations that have received grants from the Illinois State Board of Education to provide or subcontract the operation of PFA classrooms in their area.

Note: Preschool for All serves 3- and 4-year-old children (and 5-year-olds who are not yet eligible for kindergarten). Based on legislatively mandated priorities, ISBE awards PFA grants to applicants who propose to serve:

Primarily children who have been identified as being at risk of academic failure,

Secondarily children whose family’s income is less than four times the poverty guidelines as updated in the Federal Register by the US Department of Health and Human Services.
