The Prekindergarten Program for Children at Risk of Academic Failure (PreK) and the Preschool for All Children program (PFA) are two of four programs funded by the Early Childhood Block Grant (ECBG) program in the State of Illinois (the other two being the Model Early Childhood Parental Training program and the Prevention Initiative for Programs Offering Coordinated Services to At Risk Children and Their Families program).

PFA began operation in July 2006 (i.e., FY 2007). The PFA program expands funding available under the PreK program. All new program sites for 3- and 4-year-olds will be funded as PFA programs. Existing PreK program sites will have the opportunity to continue funding.

ISBE PreK and PFA FY2008, Number of children enrolled / proposed to be served

The number of children enrolled or proposed to be served (at any one time) in ISBE PreK and PFA programs. (See notes below for specific meaning of “number of children.”)

Note: The data are derived from the following sources:

    These data represent “number of children proposed to be served (at any one time).”
  2. ISBE’s eGrants database of continuing PreK applications and continuing PFA applications
    These data represent “number of children enrolled on April 1, 2008.”
  3. Chicago Public Schools report on PreK/PFA funded enrollment in Chicago public schools
    These data represent the number of children for which each site is funded to serve (i.e., “number of children proposed to be served”).
  4. a report on early care and education enrollment in sites operated by Chicago’s Community Partnership Program (CPP).

These data represent the number of children for which each site is funded to serve (i.e., “number of children proposed to be served.”) But see note below for explanation of possible overcount.

Note: on CPP data, possible overcount: The CPP report indicates the number of children that each CPP location is contracted to serve. Although the majority of children served in these locations are PreK/PFA children, CPP locations also serve children in Head Start and tuition-based care. Because CPP does not separately count PreK/PFA, Head Start, or tuition-based children, the number presented in this report and in IECAM is an overcount.

This overcount is evident in the tally of children in PreK/PFA for the following geographic areas:

  • State
  • County – Cook City of Chicago, and Cook All
  • Township – Chicago
  • Illinois State Senate Districts – all districts whose boundaries overlap the City of Chicago
  • Illinois State House Districts – all districts whose boundaries overlap the City of Chicago
  • ISBE region 15
  • IDHS region 1.

The relevant data from the CPP report are approximately 9,400 children that CPP locations are contracted to serve in approximately 236 locations. IECAM does not know how much of the 9,400 is an overcount. In the State of Illinois map in the GIS (Geographic Information System) section of the IECAM Web site, CPP PreK/PFA sites are plotted with a different symbol from that of other PreK/PFA sites to permit a visual differentiation of these locations.

Note on IECAM data compared to ISBE data: IECAM data represent for FY 2008 a combination of funded enrollment (children proposed to be served) and a point-in-time count of children served in PFA/PreK at-risk classrooms (as indicated above). These numbers are not the official total numbers of children served across FY2008, which are calculated by ISBE after the close of the school year.

ISBE PreK and PFA FY2008, Grantees

Agencies or organizations that have received grants from the Illinois State Board of Education to provide or subcontract the operation of PreK or PFA classrooms in their area.

Note: These two programs serve 3- and 4-year-old children (and 5-year-olds who are not yet eligible for kindergarten) who are at risk of academic failure. The only criterion for the PreK At Risk program is the at-risk factor. The PFA program has 3 criteria: (1) at-risk; (2) low-income; and (3) other factors. PreK programs incorporate the following components:

  • Intensive language and literacy development based on the child’s individual assessment
  • Curriculum addresses the domains of visual-motor, language, and speech development, social skills and cognitive development
  • Ongoing student progress plan developed and shared with parents
  • Parent education and involvement
  • Collaboration with other services and resources available in the community

The PFA program incorporates six program components:
